现将劳动和社会保障部等部门《关于贯彻落实<中共中央国务院关于进一步做好下岗失业人员再就业工作的通知>若干问题的意见》(劳社部发[2002]20号,以下简称《意见》)转发给你们,并结合我省实际,经省政府同意,提出以下补充意见,请一并贯彻执行。一、关于享受再就业扶持政策对象的认定和管理(一)根据我省实际,符合享受再就业扶持政策条件的下岗失业人员是指:1.仍在企业再就业服务中心,或协议期满已出中心、但未与企业解除劳动关系,且仍未再就业的国有企业下岗职工;2.处于领取失业保险金期间,或领取失业保险金期满仍未再就业的原国有企业失业人员;3.已纳入全国企业兼并破产计划和四川省2001～2005年国有企业退出规划的企业中需要安置的人员;4.正在享受城市居民最低生活保障待遇,且登记失业一年以上的城镇其他就业转失业人员。(二)准备再就业的下岗失业人员,应持本人居民身份证

I. Recognition and Administration of the Object of Enjoying Reemployment Support Policy (I) According to the reality of our province, those laid-off and unemployed persons eligible for reemployment support policy refer to: 1. Still in the reemployment service center of the enterprise or the expiration of the agreement 2. Those laid-off workers from state-owned enterprises that have not discharged their labor relations with the enterprise and have not yet re-employed; 2. Those unemployed persons who are former state-owned enterprises that have not reemployed while they are still receiving unemployment insurance benefits; 3 Those who need to be resettled in the national enterprise merger and bankruptcy plan and in the enterprises withdrew from the state-owned enterprises in Sichuan Province from 2001 to 2005; 4. Those who are enjoying the minimum living allowance for urban residents and those who register for unemployment for more than one year are unemployed personnel. (2) Unemployed unemployed persons who are to be reemployed should hold their resident ID card
