为了学习、研究、宣传中国共产党十六届四中全会精神,中共中央党史研究室政党研究中心和中共党史研究杂志社于2004年10月8日召开了“加强党的建设,提高执政能力”学术座谈会。与会的专家学者,联系古今中外政党执政的经验教训,围绕我党如何在新形势下加强党的执政能力建设展开了讨论。中央党史研究室副主任李忠杰主持会议,俞邃(中联部调研咨询成员、研究员)、张静如(北京师范大学政治学与国际关系学院教授)、陆南泉(中国社科院俄罗斯研究中心副主任、研究员)、甄小英(中央社会主义学院副院长、教授)、王学东(中央编译局世界社会主义研究所所长、研究员)、李景鹏(北京大学政府管理学院教授)、高新民(中央党校党建教研部教授)、高放(中国人民大学教授)、章百家(中央党史研究室第三研究部主任、研究员)等先后发言。中央党校党史教研部主任柳建辉教授提供书面发言,现将会议发言刊登如下(按发言先后顺序)。

Yu Su (member and researcher of the Central Liaison Department’s research advisory body), Zhang Jingru (professor of Political Science and International Relations at Beijing Normal University), Lu Nanquan (deputy director of the Russian Research Center of Chinese Academy of Social Sciences , Researcher), Zhen Xiaoying (vice president and professor of the Central Institute of Socialism), Wang Xuedong (director and researcher of Institute of World Socialism, Central Compilation and Translation Bureau), Li Jingpeng (professor of Peking University School of Government), Gao Xinmin Ministry of Education), Gao Fang (Professor of Renmin University of China), Zhang Baijia (Director of the Third Research Department of the Central Party History Research Laboratory, researcher) successively delivered speeches. Professor Liu Jianhui, director of the Central Party School’s Department of History and Teaching, provided written statements. The speeches are as follows (in order of precedence).
