近些年我国交通基础设施建设发展很快,到2002年底,全国高速公路的通车里程已突破2.5万公里。高速公路具有投资大、建设周期长、服务全社会等特点,是具有自然垄断属性的准公共物品,从理论上说,高速公路建设资金大部分应来自国家的投入。但对于处在社会主义初级阶段的中国来说,中央和地方财政能力有限,不可能将高速公路作为公益性项目完全由国家来投资建设。从高速公路建设
In recent years, China’s transport infrastructure construction has developed rapidly. By the end of 2002, the mileage of expressways across the country has exceeded 25,000 km. Expressway has the characteristics of large investment, long construction period and serving the whole society. It is a quasi-public goods with natural monopoly property. Theoretically, most of the expressway construction funds should come from the state’s investment. However, for China, which is in the primary stage of socialism, the financial capacity of the central and local governments is limited and it is impossible to invest the expressway as a public welfare project entirely by the state.
