中国古代对于少数民族的直接管理制度可追溯到秦汉时期确立的“道”制。“道”制起于秦,发展、成熟于两汉时期。但是对于秦“道”始设的具体年限和设置的原因在学术界依旧存在很大争议。此文作者主要通过对文献记载和出土资料的研究,结合前人对这一问题的相关研究成果,提出一些自己关于这一问题的新思路。主张“道”制设置的原因应该是出于加强对少数民族管理的需要,并且设置的时间应该确定为秦惠文王十一年(前327年)至秦惠文王二十六年(前312年)之间。
The ancient Chinese system of direct management of ethnic minorities dates back to the “Taoism” established in the Qin and Han dynasties. “Road ” system originated in Qin, development, maturity in the Han Dynasty. However, there are still many controversies in academia regarding the specific years and settings for the establishment of Qin “Tao ”. The author mainly puts forward some new ideas on this issue through the research on the documented and unearthed data and the previous research results on this issue. The reason for advocating the establishment of “Dao” system should be out of necessity for strengthening the administration of ethnic minorities, and the time should be set as the eleventh year (from 327 BC) to the reign of Qin Huiwen twenty-six years 312 years).
