(一)实现生产经营管理和思想政治工作一体化是深化改革的必然趋势成都市邮政局从1987年正式实行局长负责制以来,企业发生了很大变化,初步形成了局长行政指挥、党委保证监督、职工民主管理的局面。但是,经济工作与思想政治工作的关系仍然没有得到解决,在客观上使企业存在两个体系,两个负责中心。即:一个是生产经营体系,以局长为中心;一个是思想政治工作体系,以党委为中心。这种思想政治工作与生产经营相对独立、自成体系、双向发展的状况,从根本上说,基本上没有脱离旧的思想政治工作管理体制的框架。目前企业中原有体制带来的经济工作与思想政治工作相分离的情况,以及由此而产生的种种不协调的矛盾,已成为影响企业深化领导体制改革,制约局长对企业“两个文明建设”负全面领导责任,束缚局长负责制向纵深发展的重要因素。这主要表现在: 1、思想观念上的矛盾。任何一次改革首先是思想观念上的变革。实践证明,旧的管理体制在人们头
