Economist Hayman Minsky is always skeptical of Lyndon Johnson’s “war on poverty” (WOP). He disagrees with the hypothesis that economic growth alone is enough to eradicate poverty, and considers it an institutional problem that makes so many people unemployed and living in poverty. The institutional problem he refers to is a national career project. Minsky’s students uncovered a few undocumented papers and thus re-examined the issue 40 years later.
