党的十三届五中全会通过的《中共中央关于进一步治理整顿和深化改革的决定》,对当前我国的经济形势作了科学的透彻的分析。一方面,充分肯定了10年改革开放的巨大成就;另一方面,明确指出1984年下半年以来,经济过热,社会总需求大大超过社会总供给,国民经济重大比例关系严重失调,因而不得不集中几年时间进行治理整顿。当前经济生活中的这种困难局面,主要是由于在工作中违背了实事求是的原则,脱离国情,超越国力,急于求成造成的。其突出表现是,搞经济建设没有坚持以提高经济效益为前提,
The “Decision of the Central Committee of the Communist Party of China on Further Governance, Reorganization and Deepening of Reform” adopted by the Fifth Plenary Session of the Thirteenth Central Committee of the Party made a scientific and thorough analysis of the current economic situation in our country. On the one hand, it fully affirmed the tremendous achievements made in reform and opening up over the past 10 years. On the other hand, it clearly pointed out that since the second half of 1984, the economy has overheated and the total social demand has greatly exceeded the total supply of the society.
