社会保障制度是建立社会主义市场经济体制的五大支柱之一。作为社会保障制度重要组成部分的社会保险,在深化改革中如何进一步完善,理顺体制,充分发挥作用,乃是有关部门面临的重大课题。笔者通过对温州市养老保险改革成果、问题和前景作一粗浅论述,以期促进温州社会保险事业健康、持续地发展。 温州市社会保险改革始于1987年1月,并于1991年7月实施了全社会一体化的养老保险制度,其特点:一是把实施范围扩大到所有企业职工、自收自支事业单位工作人员和个体工商户;二是建立了多渠道筹集养老保险基金的新机制,单位和个人分别按18％和4％的缴费工资缴纳 The social security system is one of the five pillars of establishing a socialist market economic system.
