现代社会对环境问题日益重视,充分体现在立法等各方面。我国新修订的《环境保护法》规范了信息公开与公众参与制度,从法制层面明确公民主体地位。但在实践中仍存在不少问题亟待解决,如公益诉讼主体不明确、法律法规不够具体等。对此我们应当加快建设完善的公众参与制度,落实信息公开,引导良好的政策支持,使公众具有环境保护的责任感。
The increasing emphasis on environmental issues in modern society is fully reflected in various aspects such as legislation. China’s newly revised “Environmental Protection Law” standardizes the system of information disclosure and public participation and clarifies the status of the citizen’s subject from the perspective of the legal system. However, in practice there are still many problems to be solved urgently, such as the subject of public interest litigation is not clear, laws and regulations are not specific enough. In this regard, we should speed up the construction of a sound system of public participation, implement open information, guide good policy support and make the public have a sense of responsibility for environmental protection.
