卫生防疫机构的有偿服务是改革大潮推出的新事物,是卫生防疫工作经营体制的改革,它弥补了国拨经费的不足,为卫生防疫事业发展注入了活力,但也带来了一系列新问题。社会群众由于受卫生防疫工作长期无偿服务传统观念的影响,对收费服务有意见;卫生防疫机构本身由于对实行有偿服务后出现的新形势缺乏管理经验和制约机制,盲目实行科室劳务提成,造成了内部分配不公,增加了科室之间的矛盾。从1988年下半年开始,我站在用多种形式向社会各界广泛宣传发展卫生防疫事业引入社会补偿机制的必要性、争取群众理解的同
