[目的]通过对谷城县全球基金艾滋病项目执行4年来建立督导评估长效工作机制,督导评估的实施,信息的发布与反馈进行探讨,为在全国范围内推广建立科学规范、方法统一、操作性强的艾滋病综合防治督导评估体系提供依据。[方法]以谷城县2005～2008年全球基金艾滋病防治项目督导评估活动资料依据论述。[结果]艾滋病发病率和死亡率得到控制,督导评估指标基本满足项目要求,目标人群艾滋病防治知识知晓率逐步提高。[结论]项目督导与评估起到了应有的作用,但对数据分析利用不足,导致大量的有用信息闲置或流失,督导与评估的水平和质量有待进一步提高。
[Objective] Through the implementation of Gucheng County Global Fund AIDS Project for 4 years to establish a long-term supervision and evaluation of the working mechanism, the implementation of supervision and evaluation, information dissemination and feedback to explore, in order to promote the establishment of a nationwide scientific norms, unified method, operation Strong AIDS prevention and control evaluation system to provide a comprehensive basis. [Methods] Based on the data basis of Guidance and Assessment Activities of Global Fund AIDS Prevention Project in Gucheng County from 2005 to 2008. [Results] The morbidity and mortality of AIDS were controlled, the indicators of supervision and evaluation basically met the requirements of the project, and the awareness rate of AIDS prevention and control among the target population gradually increased. [Conclusion] The project supervision and evaluation play a due role. However, the inadequate use of data analysis leads to the idleness or loss of a large amount of useful information, and the level and quality of supervision and assessment needs to be further improved.
