1 专营统配化肥(指挂钩奖售肥、专项肥、生产肥)是国家赋予各地基层供销社的一项重要任务,但是不应当让基层社为此赔钱。据对我市85个基层社调查,1990~1991年经营统配化肥的亏损达78.5万元。其原因:一是运杂费上涨,当前每吨较过去的约增加支出10.3元;二是统配化肥一般提前下放,基层社进货后需储存4~6个月才能供应,加之有些农民拿到票后,不用就不买,储存期往往长达10个多月,每吨约需支出贷款利息15元以上;三是折整卖零,每吨平均损耗达10多元。目前专营统配肥的进销差价每吨为32元,而每吨的费用支出却高达50多元,基层社每经营一吨需净赔18元左右。基层供销社是自负盈亏的合作经济,长期为专营统配化肥亏损,且经营越多亏损越多,加重了基层

At present, the franchise system with fat spread of 32 yuan per ton, while the cost per tonne is as high as 50 yuan, grassroots cooperatives operating a ton of net loss of about 18 yuan.
