公安机关是武装性质的国家治安力量,人民民主专政的重要工具,肩负着维护社会稳定、打击违法犯罪、保护人民生命财产安全、服务经济建设的神圣使命。“三个代表”的每个方面都同公安工作紧密相连,公安工作的整个过程都必须贯穿“三个代表”重要思想。公安工作赖以发展的根基在于抓好基层基地工作,要实现社会的长治久安,保持政治稳定,最关键的是要抓好基层,打牢基础。基层公安机关集防范、管理、打击、服务等多种职能于一体,是公安机关队伍最大、任务最重、涉及面最广的综合战斗实体。公安基层基础工作是整个公安工作的基石。江泽民同志说过:“基础不牢,地动山摇。”基层基础工作的好坏,直接关系到公安职能能否正确发挥,直接关系到能否为先进生产力的发展提供稳定的治安环境,也直接关系到能否保障和促进先进文化的发展,还直接关系到能否切实维护广大群众的根本利益。所以,抓好公安基层基础工作是公安机关实践“三个代表”的具体体现。

The public security organs at the grassroots level have a comprehensive set of functions of preventing, managing, cracking down and serving. They are the most comprehensive combat missions with the largest number of tasks and the most extensive tasks in public security organs. The basic work of public security work is the cornerstone of the entire public security work. Comrade Jiang Zemin said: “The foundation is not strong enough and tremendous.” The basic and basic work at the grassroots level has a direct bearing on whether the function of public security can correctly play its role. It is directly related to whether it can provide a stable law and order environment for the development of advanced productive forces. It is directly related to the ability to safeguard and promote the development of advanced culture and is directly related to the ability to effectively safeguard the fundamental interests of the vast majority of the people. Therefore, grasping the basic work of public security at the basic level is a concrete manifestation of the practice of “three represents” by the public security organs.
