1956年12月下旬至1957年元月中旬,本省先后发生两次严重冰冻。由于事先估计不足,准备不及,加以有些地区抢救迟缓,以致各交通、邮电部门的电讯设备遭受很大的破坏,铁,航.公路客货运输均受影响,全省长途电话两天不通,部分市话,县话短时间内不能通话,严重影响了冰冻地区的机关、企业,学校以及人民的生产,生活。部分线路倒杆断线后,因管理不及时,致使器材被盗或散失很多,全省电讯修复费用约100万元。冰毁损失的严重,为数十年所未有。
