The "West-East Power Transmission" is the major power resource allocation works of China in 21st century,which has great significance to economic development for the western region like Guizhou province.However,serious regional imbalances and the problem of unfair distribution of benefits has been occurred since the implementation of the "West-East Power Transmission".One important reason is that the"West-East Power Transmission" estimated the cost of relocating in electricity price is not the true cost of relocating.Since the low compensation standard in hydropower resources development can not reflect the real losses the relocates suffered,the "cost" is untrue on such kind of basis.Consequently,the electricity price is unscientific and unreasonable.To this end,"electricity" costs should be recalculated based on the true cost of relocating,to establish a reasonable price,and promote economic and social development in the western region.
