BOT is the most commonly used infrastructure construction financing scheme.In this field,Dalian has made a useful attempt,but still at the exploratory and trial stage.There are lack of regulations and methods in terms of management and laws.There are various uncertainties complex situations,therefore the joint efforts of the government and private organizations,as well as appropriate policies,laws and economic environment are necessary.This paper discusses the issues that government should deal with during the implementation of infrastructure construction especially in BOT projects.
