The problem of illiteracy is not limited to developing countries. The problem of functional illiteracy in developed countries goes well beyond our expectations. In some of the richest countries, “functional illiteracy”, whose occupational skills and knowledge do not meet the requirements of modern society, actually accounts for one quarter of the population of these countries.
