李鹗鼎(原电力工业部副部长):红水河自50年代以来,已经进行了大量的勘测、规划、设计工作,特别是广西自治区正式完成了《规划报告》,正如大家讨论中指出的,审查和确定红水河的规划、开发方式,已经具备了条件。中央领导同志、国家计委、国家能源委对红水河的开发一直很关心。紫阳同志出国访问归来,途经广州时,曾特别提到红水河的开发问题。现在仅就几个问题讲点意见:
