白益华,1946年1月生,陕西省潼关县人。1969年9月毕业于北京广播学院外语系。1971—1979年在陕西日报社任编辑、记者。1979年6月—1988年8月,任民政部民政司干部、副处长、副司长。1988年9月—1996年3月,任民政部基层政权建设司副司长、司长,期间曾在中央机构编制委员会办公室任地方组副组长。1996年3月以后,任民政部社会福利司司长。著有《中国基层政权的改革与探索》,《村民委员会工作手册》,主编《乡镇政府工作讲话》、《社会福利》等书,在报刊杂志上发表了不少文章。对我国基层政权和基层群众性自治组织建设颇有研究。
Bai Yihua, born in January 1946, Tongguan County, Shaanxi Province. September 1969 graduated from the Beijing Broadcasting Institute of Foreign Languages Department. 1971-1979 in Shaanxi daily newspaper editor, reporter. 1979 June - August 1988, the Civil Administration Civil Affairs Division cadres, deputy director, deputy director. From September 1988 to March 1996, he served as deputy director and director of the grassroots political power construction department of the Ministry of Civil Affairs. During that time, he served as the deputy head of the local group in the office of the central agency compilation committee. After March 1996, he served as director of the Social Welfare Department of the Ministry of Civil Affairs. He is the author of “Reform and Exploration of Grassroots Political Power in China”, “Handbook of Villagers’ Committees”, chief editor of “Work Talk of Township Governments” and “Social Welfare” and published many articles in newspapers and periodicals. We have done quite a lot of research on the building of grassroots political power and grassroots mass self-governing organizations in our country.
