一、船舶突发事故及建立统一的船舶突发事故污染损害赔偿法律体系的必要性(一)船舶突发事故船舶污染海洋环境大量的是由日常有意排污造成的,部分是由于突发事故如碰撞导致的溢油事件造成。但是突发事故因其突发性、一次性大量污染而导致比有意排放更为严重和集中的污染损害。船舶突发事故污染损害具有以下特征:
