对于刚刚正式成立的新中国中央人民政府而言,解决西藏问题的命题是既定的。军事解决也好,政治解决也好,都无法回避“进军西藏”。而在“几无汉人、全然不同”的民族地区之军队挺进和驻扎过程中的后勤保障问题,是一个前所未有的重大挑战和考验,是中国共产党和新中国政府领导人必须审慎考量的。为此,毛泽东提出“进军西藏,不吃地方”的指导方针。在“不吃地方”原则指导下,从中央到入藏部队采取了一系列不同以往的后勤保障举措,保证了“进军西藏”顺利实现。
For the newly formed Central People’s Government of China, the proposition to solve the Tibet issue is well-established. However, the issue of logistical support for the advancement and stationing of troops in the ethnic areas where “there are few Han and all of them completely different” is an unprecedented major challenge and test, and the leaders of the Chinese Communist Party and the government of new China must carefully consider this issue. To this end, Mao Zedong put forward the guiding principle of “marching into Tibet and not eating places.” Guided by the principle of “not eating the land,” a series of logistical support measures of a different nature have been adopted from the central authorities to the Tibet military forces to ensure the smooth progress of “marching into Tibet.”
