按照党的十八届三中全会精神,新一轮价格改革的目标是形成市场决定价格的机制,这要求价格改革应当坚持放管结合,在放的同时同步加强事中事后监管。一方面,坚决放开所有具备竞争条件、能由市场形成的价格,政府定价的范围限于重要公用事业、公益性服务和网络自然垄断环节。另一方面,加强事中事后监管,建立健全市场价格行为规范,坚决制止欺诈、哄抬、垄断等违法行为,维护正常的市场价格秩序。 In accordance with the spirit of the Third Plenary Session of the 18th CPC Central Committee, the goal of a new round of price reform is to establish a market-determined price mechanism. This requires that price reform should adhere to the principle of combining administration with discharge and simultaneously strengthening after-the-fact supervision. On the one hand, resolutely liberalize all prices that can be formed by the market with competitive conditions. The scope of government pricing is limited to important public utilities, public welfare services and the natural monopoly of the Internet. On the other hand, we will step up supervision after the incident and establish and improve the code of conduct on market prices. We resolutely put an end to such illegal activities as cheating, uprooting and monopolization, and maintain normal market price order.
