各自治州、市人民政府,各地区行署,各县(自治县、市、市辖区、特区)人民政府,省政府各部门、各直属机构: 《中共中央、国务院关于切实做好国有企业下岗职工基本生活保障和再就业工作的通知》(中发[1998]10号)及《中共贵州省委、贵州省人民政府关于切实做好国有企业下岗职工基本生活保障和再就业工作的实施意见》(省发[1998]17号)下发后,通过全省上下的共同努力,国有企业下岗职工基本生活保障和企业离退休人员养老金发放工作取得了明显成效,对保持社会稳定、促进企业改革和经济发展发挥了重要作用。但是,我省“两个确保”工作还存在着不少问题:少数地方
