全员工效是衡量煤矿经营管理和经济效益好坏的综合性指标,也是实现现代化矿井的四大否决指标之一。1983年一矿全员工效为1.326吨/工,1986年上升为1.892吨/工,如果以这样的速度进展下去,要达到煤炭部下达的2.6吨/工指标,还需要三年多时间,而煤炭部要求一矿1987年底达标。为了尽快提高一矿的全员工效,要想通过大幅度增产是很难办到的,由公式: 全员工效=原煤总产量/原煤生产人员总工日数 可以看出,要想提高全员工效,必须减少原煤生产人员总工日数。 为此,自1987年8月我们应用了目标管理这今现代化管理方法,来控制原煤生产总工日数,从而提高全员工效。具体作法是:以全员工效2.6吨/工为目标,然后根据每月国家计划原煤产量,反算出原煤生产总工日数(表1)。以当月原煤生产总工日数作为控制目标,把这个目标层层分解到机关科室、区队、班组和个人中去。自上而下层层开展目标管理,自下而上层层保证目标的完成,使目标全面落到实处,形成了一个目标管理体系(见图)。
