每年5月开始,美国太平洋第7舰队都会与部分东南亚国家定期举办联合军事演习。这项命名为“联合海上战备和训练”(Cooperation Afloat Readiness and Trainingexercises,CARAT,简称卡拉特演习)的军事演习,是美国与新加坡、文莱、马来西亚、泰国、菲律宾与印尼分别举行的常年系列联合军事演习。该军演从1995年开始实施,由美国西太平洋后勤补给群第73特遣队(后勤大队,CTF-73)统筹,分阶段在不同国家举行。每年美国海军与陆战队都会委派1200~1600名人员参与,以使美国与参演回人员熟悉彼此的武器装备及作战程式。这样未来一旦进入状况,两国武装部队即可马上投入战区,免除了因生疏与不信任感带来的障碍。
Starting from May each year, the U.S. Pacific 7th Fleet regularly holds joint military exercises with some Southeast Asian countries. The military exercise, entitled “Cooperation Afloat Readiness and Trainingexercises” (CARAT), is a year-long exercise held by the United States and Singapore, Brunei, Malaysia, Thailand, the Philippines and Indonesia Series of joint military exercises. The military exercise began in 1995 and was coordinated by the 73rd Task Force (Logistics Brigade, CTF-73) of the United States Western Pacific Logistics Corps, and was staged in different countries in stages. Every year, the U.S. Navy and the Marine Corps will appoint 1,200 to 1,600 personnel to familiarize the United States and the participants in the military with each other’s weapons and combat programs. In this way, as soon as the future enters the situation, the Armed Forces of the two Armed Forces can immediately be put into the theater of war, eliminating the obstacles brought by the sense of strangeness and lack of trust.
