在改革的新形势下,目前企业医院基本上按照过去的管理方式,单一强调医院的社会性和福利性,缺乏对经济性的重视,致使企业医院一直是亏本经营,医疗基金年年超支,这种状况若不加以改革,任其发展下去,势必严重影响企业的经济效益,加重企业的负担。 一、目前企业医院管理体制的弊端 现行的企业医院管理体制基本上仍延续着五十年代的管理方法。企业每年从职工平均工资中按一定比例提取医疗基金拨给医院使用,职工享受公费医疗。医院在医疗基金使用上则是给多少花多少,不够再要。这样的管理方式,不仅造成职工吃医院的“大锅饭”,医院吃企业的“大锅饭”,而且还严重地挫伤了医院经营的积极性,使医院经济管理缺乏生机和活力。
