基本案情张某,中共党员,某区社会保险基金管理中心机关事业科科长。周某,曾任某区文化局副局长,因判刑被开除,刑满释放后任职于某企业。2006年年初,周某多次向张某请托帮其办理因病提前退休。张某在2007年1月,先后以下属黄某、张某本人、机关事业科的名义登录社会保险电脑系统,把周某的参保电子档案从某企业调入张某事先物色好的某事业单位,为周某虚构了干部身份,然后违规将周某的资料调入机关事业单位人员退休库内,并确定为因病退休,完成了对周某的退休初审,最后点击复核通过。周某从2007年2月开始领取社会养老保险金。为感谢张某帮忙,2007年5月,周某送给张某现金人民币5万元。2012年3月,张某的行为被发现,至此,周某违规领取养老保险金共计24万余元。
