改革开放以来,内地乡镇企业发展较快。以四川省为例,1977—1989年,全省建成投产的乡村企业达14.79万个。拥有固定资产原值91.64亿元。职工总数已达到696.12万人,占农村劳动力总数的14.5%;1990年,全省乡镇企业总产值达到538.48亿元,已超过农业总产值40.8%,占农村社会总产值的52.7%,相当于全省工农业总产值的29%和社会总产值的23.4%;交纳税金17.8亿元,占全省财政收入的15.3%;吸纳农村劳动力705.7万人,占农村劳动力的15%和剩余劳动力的30%;支付从业人员工资65.7亿元,农业人口平均增加收入71.34元,占农民人均纯收入的14.13%;出口厂家已发展到1017户,外贸交易总产值为8.5亿元。这些都为内地乡镇企业继续发展准备了必不可少的物质与技术力量。横向比较,内地乡镇企业发展相对滞后。仍以四川乡镇企业为例,1990年,四川省的乡镇企业产值只相当于江苏的32.8%,山东的41.5%,不仅总体发展水平低,而且质量也不高。乡村企业产值占乡镇企业总产值的比重,全国为64.16%,江苏为85.54%,山东为73.8%,四川仅为52.66%;乡镇工
