农村基层班子是党在农村各项方针政策的直接宣传者、组织者、执行者,是带领群众致富奔小康的领头雁,他们执政能力的高低,直接影响着科学发展观的贯彻落实和新农村的建设进程。要不断创新思路、探索方法,抓好村干部的选拔、培养和管理。结合实践,我认为在村级班子建设上要把好三个关口。
