建设社会主义现代化国家,水利工程是功在当代,利在千秋的事业。科学发展观是我国现阶段经济社会发展的根本指导方针,水利工程的建设尤其要全面贯彻落实科学发展观。本文着重分析科学发展观在水利工程设计、质量管理、水利工程建设等方面的指导作用,指出科学发展观是我国现阶段水利工程建设的统领思想,要用科学发展观统领水利实现可持续发展,实现水资源的可持续利用,并以水资源的可持续利用保障经济社会的可持续发展。
