一、原因分析:造成当前严峻经济形势的基本原因 (一)价格放开的幅度过大。我国一向以计划经济为主。过去,我们的计划集中过多、统得过死。我省计划品种最多时曾达到1300多种,大到汽车,小到发卡,都要列入计划管理。这样做,使经济发展受到束缚,改革开放对原来的计划体制进行改革,缩小指令性计划范围,扩大指导性计划和市场调节范围,无疑是正确的。但是,在条件还不成熟,许多在商品经济条件下配套政策措施还来不及制定的情况下,一下子放开,只剩下50个多计划品种。这样做必然急剧扩大自由竞争的范围,失去宏观控制,因而,在一定程度上造成了经济秩序混乱。
