引湑济黑工程是将秦岭南麓湑河之水通过隧洞穿越秦岭调入黑河上游的跨流域调水工程,是西安市解决人畜饮水项目中的大型重点工程,也是陕西省南水北调工程的主要组成部分。该工程由三大部分组成:
