全球移动通信技术的发展已历经三个阶段,当前的公众移动通信新技术层出不穷,新系统不断涌现。我国移动通信运营业增长非常迅猛,预计“九五”期间将有4千亿元的巨大设备市场,遗憾的是制造业却陷于困境。中央领导的正确指示、国家《纲要》的宏伟目标和高新技术的科研计划、一批民族企业的顽强拼搏,给人以振兴移动通信工业的希望。本文建议选择并培育移动通信新的经济增长点;加快国家通信管理体制改革,加强国家的宏观调控;加快国家电信立法;加强标准化;依法管理、规范移动通信市场;建立民族移动通信工业统一战线,形成集团公司;走产学研联合开发的道路,争取国际合作,实现技术跨越;协调发展集成电路、新型元器件等电子基础工业;发挥科技人员的积极性,促进科技成果的转化。这样才能与跨国大公司竞争,逐步夺回丢失的市场。
The global mobile communications technology has gone through three stages of development, the current new technologies for public mobile communications emerge in an endless stream, new systems continue to emerge. Unfortunately, the manufacturing industry is in a dilemma. This article suggests choosing and fostering a new economic growth point of mobile communications; speeding up the reform of state communications management system, strengthening the country’s macro-control; accelerating the national telecommunications legislation; strengthening standardization; managing according to law and standardizing the mobile communications market; establishing the national mobile communications industry united front, Form a group company; take the road of joint development of production, education and research, strive for international cooperation and realize technological leapfrog; coordinate the development of electronic basic industries such as integrated circuits and new components and components; give full play to the enthusiasm of scientists and technicians and promote the transformation of scientific and technological achievements.
