90年代中国经济发展具有一些不容忽视的新特点.沿海地区发展相当突出,而中西部地区却不仅没有摆脱与沿海地区经济水平绝对差距的扩大,相反,就连经济发展速度也远远落后于沿海地区,使地区发展差距越来越大.在东部,城市迅速崛起,交通、通讯等基础设施得到及时完善,人们在灯红酒绿的现代生活中,似乎已经忘记中国还有那么一大片贫瘠的土地,还有五分之一的人口还在贫困中挣扎.可悲的是,西部地区也有许多人到目前为上还根本不知道我国东部地区经济发展已经到了如何的程度,仍然在近乎原始的状态下维持着最简单的生活.中国经济发展是不是不可避免地要经历地区经济差距不断扩大、社区间社会经济矛盾不断激化的过程?中国能否走出一条地区间共同富裕的发展道路?
