石峰,1987年毕业于哈尔滨工业大学,1990年怀着青春和热血,来到粤西这块红土地——湛江卷烟厂廉江分厂。从此,憧憬美好梦想的他,有了施展才华的天地,从一名技术员一步一个脚印地成长为副厂长、厂长,并在1997年当选为湛江市第九届人大代表。时隔两年,即1999年5月,石峰走马上任,成为该厂厂长。由于产权的不明晰,经济责任不明确,加上人员冗重,使该厂背上沉重的债务。作为一个拥有1000多名职工的企业,如何运作?如何生存和发展?石峰在苦苦地思索着……带着这些问题,他串科室,下车间、走市场,晚上找干部、职工了解情况,寻找治厂良方。经过市场调查和思考,一个以“意识为先、责任到位、行为规范、管理创新”的改革构想在职工面前亮相了:——强调创新意识、建立激励和约束机制,精简机构、优化重组,实现人力资源的有效配置。这是石峰掣出的第一个杀手锏。他在厂领导班子会上说:“目前我厂机构重叠、人浮于事非常严重,职责不明确,办事互相推诿,如果不精简,企业就没有出路。”这一番话,引起了领导班子的共鸣,并达成了共识,推行定岗定员的岗位责
