In modern English, the question about the grammatical status of ought, that is, whether it is a complete verb or a modal verb, the traditional grammar and modern grammar have their own opinions. The traditional grammar holds that ought is a modal verb, only by chance with the syntactic features of some complete verbs. Modern grammar holds that ought is a complete verb, and that some of its modal verbs do not have to be taken seriously. However, they all ignore the important phenomenon that perfect verbs can form predicates alone, and can be marked with grammar in time, body, number, etc., while modal verbs do not have these grammar marks. Therefore, I think that ought is a modal verb.
