武汉市文教行政财务工作暨理论研讨会,于4月26日至28日召开。会议在总结部署工作,交流典型经验的同时对用财之道进行了理论探讨。会议认为,近两年来,我市文教行政财务管理工作取得了较大成绩。具体表现在:一是贯彻有保有压的原则,合理安排预算,促进事业发展和保证政权建设需要。二是进一步推行分类包干办法。用法制的手段强化预算管理。三是改革资金供应办法,优化支出结构,促进了资金使用效益的提高。四是认真改进预算管理方式,促进“三个过渡”。五是拓宽周转金来源渠道,大力支持和促进事业单位增强自我发展能力。六是建立健全财务管理制度,加强基础工作建设。会议提出今明两年的工作任务是:①认真执
