今年,山东省遭遇到旱涝双重灾害,水利设施破坏严重,工农业生产和人民生命财产受到重大损失。大灾之后必大治,为了进一步搞好我省今冬明春农田水利基本建设,根据山东省十年水利建设规划和工程总体布局,结合今年部分地区遭受洪旱灾害的实际,我省应及早规划今冬明春的农田水利基本建设。一、指导思想以党的十四大精神为指针,以“三三四”工程为依据,以提高抗御自然灾害能力为目的,紧紧抓住缓解水资源紧缺和确保防洪安全两大目标,围绕高产、高效、优质农业和整个国民经济又快又好地发展,继续坚持山、水、田、林、路统筹规划,旱、涝、洪、碱、沙综合治理,因地制宜,分类指导,突出重点,讲求实效,抓住机遇,发动群众,依靠群众,艰苦奋斗,加强领导,精心组织,争取今冬明春全省农田水利基本建设在质量、效益、规模上有新突破。
