The commission made a survey in 1969. In the same year, the Ministry of Education and Science also studied the automation of the application of the National Library System. In 1971, an organizational committee was set up. Organizational committees convene major libraries to discuss planning and management, institutional settings, developments in new technologies and asset allocations. July 1972 adopted the British Library Ordinance. April 1973 set up the British Library Board.
