Mention Cai Guiru, Chinese businessmen in Moscow habitually call her “Director Cai ”. The former deputy director general of Integrated Planning Department of the Ministry of Internal Trade of China, now the president of Russia’s Chinese Chamber of Commerce. Cai Guiru has been to Russia for 11 years. It can be said that her personal experience of promoting trade between China and Russia reflects the hardships and hopes of mutual benefit and win-win situation between China and its neighboring markets. In March 1997, Cai Guiru visited the delegation with the Ministry of Internal Trade. Due to his ability to speak Russian, she was appointed as Director of the Office of Opening up of the Russian Market and responsible for the construction of Russia China Friendship Mall. Located in the bustling area of Moscow, this large department store boasts a building area of 16,000 square meters worth tens of millions of dollars.
