随着工业的发展和人民消费水平的提高,化学品已经渗透到人们生活的各个方面。无疑,大量化学品的出现为人们提供了财富,丰富了生活,但是遗憾的是,也给人们带来了某些污染和危害。因此,世界上许多国家,特别是发达国家都相应地制订了化学品管理法规,以便加强管理,保障人民的健康和清洁的环境。联邦德国对化学品的管理也十分重视,于1987年9月28日至10月8日在西柏林召开了《国家对化学品控制会议》。在会上重点介绍了联邦德国的化学品法规。本文将对该化学品法规的主要内容加以概述,以供我国制订相应法规时参考。一、化学品法的内容简述 1980年9月10日联邦德国颁布的危险化学品防治法(Act on Protection against Dangerous Substances),简称化学品法。该法的制订目的是为了保
With the development of industry and the improvement of people’s consumption level, chemicals have permeated all aspects of people’s lives. There is no doubt that the emergence of a large number of chemicals has provided people with wealth and enriched their life, but regrettably, they have also brought some pollution and harm to people. Therefore, many countries in the world, especially the developed countries, have formulated corresponding regulations on chemicals management in order to strengthen management and safeguard the people’s health and a clean environment.
