一、问题的提出 用网络模型来编制工程进度计划,目前其他部门已经应用得比较多,而在水利水电工程施工方面至今应用甚少.究其原因,从技术角度而言,这与它的限制条件多有关系.这些限制条件中,除了人力、物力和资金等资源条件的限制外,时间的限制更是一个突出的问题.这是因为水利水电工程的规模大,施工时间长,而且都是野外施工;所以不仅受到资源、设备到货时间的限制,而且还受到水文、气象等自然条件的限制.另外,还有一些人为的限制,如分期施工、分期投产的要求等.由于这些限制条件,就产生了一些有时间限制的施工项目(或称工作).其中,有的开工时间有规定;有的完工时间受限制;还有的开工与完工时间都有明确规定的日历时间(如表1所示).
