根据2016年深化经济体制改革的总体要求来看,围绕简政放权、放管结合、优化服务、整体推进的大战略部署下的政府改革将会是政府今后工作重中之重。可以说这对转变政府的职能方式、改变政府治理方式、激活市场和社会活力有着重大意义,同时政府和市场的关系将被进一步明确,权责体系更加健全,这将有利于山西整个政治生态建设,提升各级政府活动的透明度,以便于山西省在经济下行压力下更好更快走出泥沼。同时这将有利于加强公务员队伍的廉洁性,为建设服务型政府贡献一份力量。本文将以新公共服务理论为依据,通过对山西省的供给侧改革进行分析,助推山西经济更好更快走出泥沼。
According to the general requirements for deepening economic restructuring in 2016, the government reform under the strategic deployment of simplifying administration and decentralization, combining administration with discharge of funds, optimizing services and promoting the whole will be the top priority of the government’s future work. It can be said that this is of great significance to transforming the government’s functions and methods, changing the government’s governance, and activating the market and social vitality. At the same time, the relationship between the government and the market will be further clarified and the system of rights and responsibilities more sound, which will benefit the entire political and ecological construction of Shanxi So as to enhance the transparency of government activities at all levels so that Shanxi Province can get out of the mud faster and better under the pressure of economic downturn. At the same time, it will be conducive to strengthening the integrity of the civil service and contributing to building a service-oriented government. Based on the new public service theory, this article analyzes the supply-side reform in Shanxi Province and helps Shanxi’s economy get out of the mud faster and better.
