Over the years, Yunnan provincial party committee and government attach great importance to the construction of the pension service system. Since the 12th Five-year Plan, the construction of the pension service system has been listed as one of the 10 benefiting tenants in the year One and the provincial government 20 key inspections, and layers of signed responsibility statement, to ensure the implementation of the mission objectives. As early as 2009, Yunnan provincial government established a joint conference system for the development of pension services involving 13 departments including the Ministry of Civil Affairs, the NDRC, finance, land administration, health and aging, and clarified the responsibilities of the member units.
