京津冀协同发展已经上升为国家发展战略,能源资源和环境问题是三地协同解决的重点。文章在运用对数平均迪式指数分解法(LMDI法)分析了影响三地产业碳排放强度的技术效应、能源替代效应、部门结构变化效应、产业结构变化效应及碳密度效应等作用的差异性的基础上,找出了三地在制造业效应、能源效应及技术效应上存在互补性、在第二产业效应上存在相抵性,探索了三地协同实现峰值、能源强度和颗粒物排放等“三控”目标的路径和作用潜力,并有针对性的提出了京津冀制造业内部之间的整体搬家、第二产业与外部对接、建立京、冀能源合作平台、各地技术上的借智创新和股份合作模式等协同实现绿色低碳发展的建议对策。
The coordinated development of Beijing, Tianjin and Hebei has risen to a national development strategy, and the energy resources and environmental issues are the key points for the three places to work together.
