党的十四届四中全会《关于加强党的建设几个重大问题的决定》再次强调要认真推行领导干部交流制度。实行干部交流是培养锻炼干部的一项重要举措。为此,笔者认为必须正确处理好以下“四个关系”: 一、正确处理当前与长远的关系。从干部交流的实践来看,各单位情况很不平衡。有许多单位领导认准了“响鼓更要重锤敲”的道理,越是有培养前途的好苗子,越舍得拿出来交流锻炼。而有的单位往往强调当前工作忙,任务重,舍不得把身边的骨干放出去交流。有些干部素质不错,也很有培养前途,本来可以成为栋梁之
