近年来,义乌市公安局立足和谐社会建设者和保障者的角色定位,确立“以民为本、科技支撑、社会协同、规范推进”的社会管理创新思路,不断探索基于源头控制,具有协作、专业、主动等现代警务特征的社会管理新模式,取得了维护社会平安稳定和促进警民关系和谐的双赢。从义乌实践来看,加强和创新基层公安机关社会管理工作,一要争取党委政府支持,把握好基层公安机关加强和创新社会管理的“风向标”;二要重视现代科技支撑,把握好基层公安机关加强和创新社会管理的“突破口”;三要坚持民本理念引领,把握好基层公安机关加强和创新社会管理的“关键点”;四要突出协调发展推进,把握好基层公安机关加强和创新社会管理的“统筹性”;五要加强公安队伍建设,把握好基层公安机关加强和创新社会管理的“内驱力”。
