一、引言加快西部地区经济发展是我国经济发展新阶段的重大战略部署,也是我国经济发展新阶段的重大课题。但西部欠发达地区经济发展应以公有制经济为主体还是以非公有制经济为主体,则不仅关系到西部地区非公有制经济自身发展,而且也关系到西部经济发展的全局,关系到银行信贷资金有效配置问题。笔者认为,在西部地区社会经济发展中,应确立非公有制经济的主体地位。理由有四点: I. INTRODUCTION Speeding up the economic development in the western region is a major strategic deployment for the new phase of economic development in our country and also a major issue for our country’s economic development in the new phase. However, whether economic development in the underdeveloped western regions should be dominated by the public-owned economy or the non-public-owned economy is not only related to the self-development of the non-public-owned economy in the western region, but also the overall economic development in the western region and the effective allocation of bank credit funds problem. The author believes that in the social and economic development in the western region, the dominant position of the non-public economy should be established. There are four reasons:
