港口物流与城市区域发展紧密相关,通过港口物流体系的建设,可以提升港口城市影响力,促进区域经济区的规划和建设。文章以共同认知和治理理论为基础,分析了港口物流共同体与港口城市区域治理的协调关系,并以山东烟台港为例,提出了港口城市区域治理机制:达成港口物流城市区域治理共识;确定港口物流城市区域合作制度;搭建港口物流城市区域合作的组织架构;构建港口物流城市区域具体合作机制;评估港口物流城市区域治理结果。
Port logistics and urban area development are closely related. Through the construction of port logistics system, the influence of port city can be enhanced and the planning and construction of the regional economic zone can be promoted. Based on the theory of common cognition and governance, the article analyzes the coordination relationship between port logistics community and port city regional governance. Taking Yantai Port of Shandong Province as an example, it puts forward the regional urban area governance mechanism of port city: to reach the consensus of port logistics city regional governance; Port logistics city regional cooperation system; set up port logistics city regional cooperation organization structure; build port logistics city area specific cooperation mechanism; assessment of port logistics city regional governance results.
