第一届全國人民代表大会第二次會議已經制定了我國發展國民經濟的第一个五年計劃。实现这个計劃,对於我國人民具有重大的歷史意义。憲法序言裏规定:「从中華人民共和國成立到社会主义社会建成,这是一个过渡時期。國家在过渡时期的總任务是逐步实现國家的社会主义工業化,逐步完成对農業、手工業和資本主义工商業的社会主义改造。」第一个五年計劃就是根据國家在过渡時期的總任务制定的。在第一个五年計劃完成之後,我國的經济面貌将要發生重大的变化:工業,特別是重工業,将有迅速的發展,農業、商業、交通运输業也都将有相应的發展。这一切,不但能够为我國的社会主义工業化和農業、手工業和資本主义工商業的社会
The Second Session of the First National People’s Congress has formulated the first five-year plan for developing our national economy in our country. To realize this plan is of great historical significance to our people. The Preamble to the Constitution stipulates: “From the founding of the People’s Republic of China to the establishment of a socialist society, this is a transition period. The overall task of the state in the transitional period is to gradually realize the socialist industrialization of the country and to gradually complete the industrialization of agriculture, handicrafts and capitalist industry and commerce Socialist Transformation. ”The first five-year plan was based on the general task of the state during the transitional period. After the first Five-Year Plan is completed, there will be a major change in the economic outlook of our country: industry, especially heavy industry, will have rapid development and agriculture, commerce and transportation will all have their own development.
